I'm surprised that a locksmith wont do it! Have you tried calling a few more locksmiths? The only other thing I can think of is asking a dealer of your car manufacturer to do it. They can probably help.
So your old key was stolen. Only the key? Is that why you changed the ignition, so that the stolen key would be useless? That's totally understandable, and I bet the dealer can help you.
