Is it superglue? Acetone or nail polish remover will dissolve it, but will also strip your car's paint if you are not careful. Put lots of masking tape below your lock before you start. If it is elmers glue, hot water will do it. You will probably have to remove the lock cylinders anyway, and soak them in the above respective fluids to get it all out. Rinse them out, dip in alcohol, dry and put some light machine oil or WD40 in them to make sure they will still function. Of course, if you can't get in your car at all, you may have to call a locksmith or take it to the dealership.

It depends on what was used to muck up the locks. If it was epoxy, you're screwed, the locks will need to be removed and the tumblers replaced.

If the glued used is an instant glue, there are available instant glue remover solutions in supermarkets.
