Question about a car with wheel locks...?

I know someone who bought a 2001 integra with wheel locks on a custom set of rims and tires. The person who sold the car to them sold it to the girls who know nothing about cars without the keys to the wheel locks. Today they got a flat tire on the freeway and could not change the tire because they had no key... A chunk of the tire fell off so fix-a-flat wouldnt work, which we tried... So here is my small list of questions....

1.) how long can you leave a car on the freeway, to be exact, in california freeway 880

2.) Is the old owner liable for the expenses caused because they didnt give them the key, expenses like towing, wheel lock removal, around $150-200

they left the car there....lol they are teenagers and have no jobs, pretty broke...Question about a car with wheel locks...?
if you are real lucky you might make it 24 hours before they tow it but if the police officer think it is a danger to leave it there he could have it towed right a way... no don't thin the old owner will be liable for ant of it...most people put the key in the glove box but if it is not there see if they can contact the old owner he might have taken it out of the car when he cleaned it out and did not even think about it if he has it i am sure he would give it to them or if it is in the car some where he could tell them where it is ...Question about a car with wheel locks...?
you should look in the trunk for the key or in the glove box.
